Administrator - Portfolio, programme and project management, the Council of the European Union
Throughout his 25 years of IT experience in the public sector on a Belgian and European level Luc has managed large IT development projects, programmes and portfolios. He was IT project director at the Belgian Federal Pension’s Service, and joined in 2018 the General Secretariat of the Council of the European Union to support their portfolio and programme management, with a particular focus on more agile approaches. His experience focuses on applying agile with a broader scope, in large programmes with multiple teams, in portfolio management, but also in alignment with the business, project governance and in progressing to become a more agile organisation.
Luc spoke about his story on Noord Group’s Belux and UK Dialogues in 2017 and 2018, and is looking forward to participating again at the CIO Benelux Dialogue this year in Amsterdam, to share insights between IT & digital leaders on their agile transformation.

Leading agile transformations in large public sector organisations is often a challenge by their environment.
Market pressure is maybe less of a trigger in the public sector; demand for more flexibility in adapting to evolving internal or political needs, a continuously changing digital and societal environment and becoming an inspiring workplace for scarce IT staff, count as major drivers in a global European setting. Luc has seen them as challenges on the agile journey with his teams, and found his way in fostering for new dynamics, starting small, but growing steadily, with motivated business and IT colleagues with a similar mindset and driven by continuous improvement. It ultimately led to more added value delivered more frequently to the organisation and its stakeholders, but also changed fundamentally the role of IT leadership itself, and finally showed the way for transforming the whole organisational culture, ready to tackle the next upcoming digital transformations. Leading by questioning and carefrontation are ingredients of his preferred agile approaches towards self-organising teams.
