Director of Digital Services and Technology, The Driver and Vehicle Standards Agency
James joined DVSA in 2015 as Director of Digital Services and Technology, having previously held IT Director positions at UCAS and Unite Group.
James is leading the digital and technology transformation of the agency from inflexible legacy outsource contracts to digital and technology services, managed in-house, utilising agile ways of working and with the support of several vendors.
Within his first year at the DVSA, James led the successful transition of the national MOT system from mainframe technology to a new public cloud hosted digital service, utilising agile delivery ways of working. Launched in September 2015, the service processes 42 million MOT transactions annually and is used by more than 70,000 testers in 22,000 MOT locations across the UK. The service releases weekly and has seen the addition of new public services including MOT History and MOT Reminders.
James is moving DVSA towards a product based business architecture where change is driven from service manager owned product backlogs. James also continues to modernise the technology for DVSA’s business services. These include vehicle operator licencing, commercial vehicle testing, commercial vehicle enforcement, driving tests and driving theory tests.
