Richmond and Wandsworth Councils agreed to set up a Shared Staffing Arrangement (SSA) in early 2015 to go live in October 2016. This meant that the whole staffing structure of the two Councils was merged from the Chief Executive down.
David’s responsibility was to bring together the IT functions, including the in-sourcing of IT services at Richmond.
