David initiated a project to merge officer structures and form a Shared Staffing Arrangement (SSA) at Richmond and Wandsworth Councils. As the Head of IT, he designed and implemented the new IT function and the IT programme of work to support the merger. He engaged key stakeholders and defined programme requirements; launched new IT change programme; developed joint IT strategy; produced the new structure for IT services; managed the transition from existing outsourcer; and led IT infrastructure changes to support the SSA. He completed successfully a 25-project IT Programme and delivered annual savings of £1M.
